Unlike Phase 1, which primarily required businesses to generate and store tax invoices through a compliant e-invoicing system, Phase 2 is a technical and operational overhaul. It requires the real-time or near-real-time integration of your billing systems with the ZATCA "Fatoora" portal.
What is Phase 2?
Phase 2 is known as the Integration Phase. This phase involves connecting your E-Invoicing Solution with ZATCA’s systems to share data for every invoice issued. This is being rolled out in waves, targeting specific groups based on their taxable revenue during previous calendar years.
The goal is transparency: reducing Tax Evasion, curbing the Shadow Economy, and ensuring that the VAT reporting process is seamless and automated for both the taxpayer and the authority.
The Technical Mandate
Integration is not a simple "plug-and-play" process. It requires adherence to specific technical standards:
- XML/UBL 2.1 Format: All invoices must be generated in standardized XML formats.
- Cryptographic Stamps: Every invoice must contain a unique digital signature to prevent tampering.
- REST APIs: Systems must communicate with ZATCA servers via secure API protocols.
- UUIDs and QR Codes: Specific identifiers and dynamic QR codes must be embedded in every transaction.
